This proposal is for a software upgrade to go-cyber v4.0.0, to be applied on block 15515000

This upgrade adds support for given modules:
Token Factory
Clock module (Cron)
Interchain Accounts
Interchain Queries
Interchain NFT
Packets Forward
This upgrade updates the major version of:
Cosmos-SDK to v0.47.12
IBC to v7.6.0
CometBFT to v0.37.8
Wasmd to v0.45.0
The upgrade is estimated to be applied around 12:00UTC 4th October 2024. The time is approximate, so please monitor the chain for more precise time estimates
